When you find an interesting tender, review the documents to decide whether to submit a bid. In Cobrief, you do this from the tender's assessment page.
The most important things about the competition
First, you see a summary of the competition from Cobrief, based on the notice.
You can read the procurer's bid description by clicking on "Assignment description".
Award criteria and qualification requirements are listed if they are included in the notice. If not, upload the procurement documents to retrieve this information.
Previous contract winners show who won the last contract in similar competitions. Click on the winner's name to see all the competitions the company has won.
Cobrief shows the competition's timeline on the left side, focusing on the next deadline.
Navigate the tender
In the left sidebar, you will find four main sections:
Brief: summary, award criteria, requirements, and timeline.
Competition basis: document list and preview of the files you have uploaded.
Tasks: AI-extracted tasks with status.
Bid room: bid documents and fillable templates once you have created the first draft.
You can move between the sections without losing the tender context.
Fetch or upload the procurement documents
For many public tenders, Cobrief has already found the procurement documents in Artifik, Mercell, TendSign, or EU-Supply. When you see âWe have found the competition basisâ, click âStart evaluation of the tenderâ to bring the documents into Cobrief and start the evaluation immediately.
If Cobrief has not found the documents automatically, click âFetch the competition basisâ to open the source provided by the procurer.
The competition platform used varies among different procurers. In this case, it is Mercell, and you retrieve the documents directly via the link (1), or with the alternative link (2).
Once the documents are downloaded, you can click on (3) "Upload", or drag the documents onto the screen.
What happens to the Pipeline status?
"Start evaluation of the tender" starts interpreting the procurement documents. The button does not change an existing Pipeline status by itself. You can change the status when you want to show your team where the tender is in the process.
Manual uploading is a separate step: if you upload procurement documents to a tender in the inbox, it moves to the evaluation phase. Later phases are kept.
Cobrief interprets the procurement documents
Once the documents are uploaded, Cobrief will automatically start interpreting them. First, an extended brief is generated. Then, information about the award criteria, qualification requirements, bid design, and contract terms is filled in. Deadlines that were not included in the notice will also appear in the timeline.
Note that if you already have the procurement documents, you can drag the files directly onto the assessment page, and they will be uploaded to Cobrief and the interpretation will start immediately.
Read through the documents
Open Competition basis in the left sidebar to see all the documents that have been uploaded. Click on a document to read it in Cobrief's preview.
Newly processed Word and PDF documents retain the original layout, including tables, images, fonts, and margins. Use the zoom controls at the top right to adjust the view. For PDFs, click "Show PDF" to open the original PDF.
Hover over the document to reveal the zoom buttons in the top right corner: "Zoom in", "Zoom out", and "Fit to width". You can also zoom with Ctrl or Cmd and the mouse wheel, or with two fingers on the trackpad. If the document is a PDF, click "Show PDF" in the bar above the document to see the original PDF, and "View the document" to go back.
Older Word and PDF documents appear in a simplified text view. The same applies to Excel files, and figures in Excel are not shown.
When Cobrief has fetched a document automatically, its source appears at the top of the document reader. Click the source to open the original on the competition platform or download the original document.
In the document, you can read the content and highlight important parts. Cobrief has many built-in functions you can use on the content, e.g., to explain unknown words, or to extract information from the documents.
Your own assessment criteria
Open Library â Assessment criteria to add questions your team uses to decide whether to participate. You can also ask the agent to show or edit the criteria.
Which language is used?
The language setting under Your profile controls menus and buttons. It does not translate an existing brief or task list. For an explanation in another language, open the agent and ask for it, for example: "Summarise this tender in English."
Tasks
You will also find pre-made highlights with tasks that Cobrief AI has extracted from the documents. These can be formal requirements you need to submit, questions you need to answer, or documents you need to fill out.
Under Tasks in the left sidebar, you will find the tasks gathered in one place. Before the bid is created, they appear as drafts. Once it exists, you can set an assignee, due date, and status. Read about task drafts and assignment.
Click on the task to see an explanation of it, and use the quote icon to see where the task was taken from in the procurement documents.
Create first draft
If you want to respond to the tender, the next step is to create a first draft in Cobrief. Open Bid room in the sidebar and click "Create first draft". When a bid is created from the inbox or evaluation phase, the tender moves to the work phase in Pipeline. If it is already in a later phase, it keeps its status.
