In Norway, it is required by law to provide free, direct and unlimited access to the competition basis, and it is not permitted to require payment or registration in the procurement system (also called KGV) to download the documents. Submitting a bid is always free, but some procurement systems have somewhat cumbersome and manual methods for downloading the documents.

Here we go through how to download the competition basis from the various systems.

If you register a free user in Mercell, you can click "Download competition basis in Mercell" to get the entire basis as a single zip file.

To download without a free user in Mercell, follow the steps below:

3. The page will now reload, and a "Download only" button will appear at the bottom of the page; click on this.

4. The page will reload again, and you can now click on each individual file to download them. Note: it is important that you download everything from both "Files" and "System-generated files".

2. NB: Sometimes you are sent to a sign-in page; if so, choose "Click here to view the announcement anonymously".

3. Download (1.) all documents under "Structured documents" and (2.) the rest of the attached documents. Important: "All attached documents" does not contain the documents from "Structured documents", so everything must be downloaded.

The EU-Supply page has several variants – if you go straight into the document list, skip to step 3.

2. On the next page, at the bottom, look for a "Documents" link under "Additional information". Click on this.

3. You will now reach the document overview, where you can click on each individual file to download them.
